7th January 1946 – BCC Parks Committee
 
The following report of the Recreation and Entertainments Sub-Committee was received:-
 
Holiday Entertainment – Fun Fair Contract
Following upon the recent decision of the General Committee, an advertisement was inserted in the local press for tenders for the privilege of providing Fun Fair Entertainment in the parks from 25th March to the 29th September 1946, and the tenders are due today.
A list of the parks in which sites (Compiler’s note - including Selly Oak Park) are proposed to be allocated as approved by the Committee has been supplied to the applicants.  Mr. Bob Wilson, who had the contract for this form of entertainment last year, has raised certain questions thereon, and as a result of discussions with him and his Solicitors, Messrs. Hatwell Pritchett & Co., the list of parks has been revised by the inclusion therein of sites at the following parks, i.e. :-
 
King’s Heath, Lightswood, Victoria Common, Northfield, Hay Barn Recreation Ground, and King’s Norton Playing Fields.
 
The following places have also been deleted from the list, i.e. :-
 
Chamberlain Gardens, Farm, Henry Barbour Recreation Ground, Hodge Hill Common, and Shortheath Park.
 
The Committee’s approval of this action is desired.
 
Since the appearance of the advertisement in the Press, letters have been received from residents adjacent to Lightswood Park and Queen’s Park, Harborne, protesting against a continuance of Fun Fair entertainments in these two parks.  Queen’s Park is not included in the list and the correspondent in that case has been notified accordingly, but has been informed that the Committee reserve to themselves the right to take such action as they may think fit in regard to such entertainment in the future.
 
 
Holiday Entertainment – Fun Fair Contract
 
With reference to paragraph 2 of the General Manager’s report, the Committee were informed that one tender had been received for the privilege of providing fun-fair entertainment in the parks indicated in that paragraph.  This tender was submitted by the Contractor for 1945, Mr. Robert Wilson, who offered the sum of £6,500 for the period from 25th March to 29th September 1946.

6012   Resolved:-   That the tender of Mr. Robert Wilson amounting to £6,500 for the privilege of holding fun fair entertainments etc., in the parks and recreation grounds for six months from 25th March 1946 to 29th September 1946, as set out in the foregoing report, be accepted; and the Town Clerk instructed to prepare and seal any necessary documents in connection therewith.

A.R.P. Shelters in various Parks and Recreation Grounds
An intimation has been received from the City Engineer & Surveyor that the A.R.P. shelters in the parks and recreation grounds listed below have, or are being demolished.
The sites are being inspected with a view to claims being prepared for submission to the appropriate Government Authorities for compensation for the restoration of the disturbed surfaces.
The work of restoration cannot, however, be carried out for at least twelve months, owing to the probable settlement of the ground disturbed.
 
(Selly Oak Park is included in the list of 12 parks involved.)
 
 
29th July 1946 – BCC Parks Committee Minute
 
The following report of the General Purposes and Finance Sub-Committee was received:-
 
There is an item in this report entitled Food Production – Proposed Cropping 1947.  In it a comparison is made with the acreage cultivated in 1946.  It is apparent that 7 acres of Selly Oak Park were reseeded in the latter year.

Selly Oak Park – A.R.P. Control Centre
At the end of July last, I received a report that the Air Raid Precautions Control Centre in Selly Oak Park was being used as a Wardens’ Club.  I communicated with the Acting Air Raid Precautions Officer, who confirmed the use of the building for club purposes, and expressed regret that when the matter was reported to the Civil Defence Committee the fact that the building was on Parks Department land was overlooked.
It appears that the Home Office have notified all Local Authorities that while they are not yet in a position to give directions regarding the new Civil Defence Service which is proposed to be set up, such authorities should make every endeavour to maintain contact with all Civil Defence Clubs and organisations in their area, since it is this personnel which will have to form the nucleus of the future organisation.
The Home Office also asked that wherever possible, buildings especially constructed for Civil Defence purposes should be loaned to such clubs on a rent free basis, with the understanding that the club or organisation bears the cost of all outgoing expenses, such as rates, lighting, heating, cleaning, etc.
In view of this, the Civil Defence Committee agreed for the “B” Division South, Civil Defence Wardens’ Association with a membership of five hundred, to have the use of the A.R.P. Control Centre in Selly Oak Park in which to hold their meetings.
No indication has been given as to how long it is proposed to use the building for the purpose mentioned.
The Committee’s instructions are desired.

6506   Resolved:-   That the Civil Defence Committee be informed that this Committee objects to the use of the A.R.P. Control Centre in Selly Oak Park as a Wardens’ Club, and that moreover, it requires the removal of all existing control centres and other buildings erected for Civil Defence purposes in Parks and Recreation Grounds in order that these may revert to their proper use and enjoyment by the public at the earliest possible date.
